Prisoner Reentry

Prison Outreach Program Founded in 1981, the Jubilee Prison Outreach Program is a prison ministry at the Allegheny County Jail. Once a month the program provides women and men prisoners with basic provisions including toiletries, clothes and material things.


Incarceration-to-Independence (I-to-I) Founded in 2004 in collaboration with the Jail Advisory Board, St. Vincent de Paul Society and Michael’s Place, I-to-I provides prisoner reentry services to women inmates. I-to-I provides uninterrupted care to mothers who were incarcerated and homeless upon release, with the goal of achieving independent living. Assistance is contingent upon inmate remaining drug-free and alcohol free. I-to-I actions include:

  • Meet with prison case managers to identify and counsel inmates.
  • Establish relationships with inmates and take necessary steps to ensure their acceptance into an emergency shelter upon release.
  • Provide necessities including transportation to probation officers and state agencies to obtain identification, welfare benefits, and food stamps.
  • Coordinate with other service providers for clothing, medical examinations, food, counseling, and vocational training.
